Dear students!
- Before arriving in Russia, international students must inform the International Office of ISU about the expected date of entry into the Russian Federation through e-mail (lyudmila-ganusenko@yandex.ru; homyakova_iv@isu.ru) providing with tickets/booked trip schedule at least 7-10 days in advance.
- Since 1st of September 2026, foreign citizens who have arrived in Russia for a period of more than 90 days are required to undergo a medical examination (for the presence or absence of the fact of using illegal substances/drugs or psychotropic substances, infectious diseases that are dangerous to others, including HIV infection), fingerprinting and e-photography within 30 days from the date of entry into Irkutsk.
Please note: All costs of medical procedures are the responsibility of international students (10 000 rub: medical examination – 6 000 rub, passport translation – 1 400 rub, fingerprinting – 2 600 rub).
You must undergo the medical examination once a year, 30 days before the date of visa expiry.
After receiving the medical examination results, you must visit the Passport and Visa Center to submit your fingerprints and photo. After the documents are processed (takes about one week), you will need to revisit the PVC to receive an ID card (also known as “green card”).
If a foreign student refuses to pass these procedures, you have 90 days after the date of entry to leave Russia, as the duration of the temporary residence/visa will be shortened for failure to execute the obligations on passing the obligatory medical examination and fingerprint and photo registration.
